Simulation is listed under cautions for unsporting behaviour as attempting to deceive the referee, for example by feigning injury or pretending to have been fouled. The offence is the attempted deception. Contact, and its absence, are evidence about whether the player was trying to deceive rather than the test itself, which is why this tree asks about the contact first and then about what the player did with it.
